Docket of applications and petitions for executive clemency, April 1918-February 1922.

Record is of recommendations made to Governor by Board concerning applications for clemency. Copy of each recommendation includes Board statement which contains applicant's name and all information relevant to case. Statement includes description of crime, name of county where trial held, names of trial judge and state's attorney, applicant plea, names of others involved in crime, sentence term and correctional institution where confined, date applicant received at correctional institution and excerpts from statements submitted by trial judge and state's attorney. Often found in recommendations are references to and evaluations of reports on applicant, applicant biography, discussion of applicant's plans upon release anddiscussion of testimony and excerpts from letters submitted in support or protest of application. Statement concludes with Board's formal recommendation.

Prior to creation of State Board of Pardons in 1897, all parole actions were handled by Commissioners of the Penitentiary, while applications for executive clemency went directly to Governor's Office. New Board assumed administration of state's parole acts, first of which was passed in 1905.
